The Center of Consumer Information and Insurance Oversight (CCIIO) within CMS is seeking a Health Insurance Specialist who will report to the Central Office (CO) or one of the Regional Offices (RO). Duties may include:

? Reviewing, evaluating, and/or developing briefing documents related to the Affordable Care Act (ACA) for consideration by senior management. Developing and drafting ACA related policies, regulations, procedures, guidance, correspondence, and other related documents. Reviewing and providing analysis of legal background, legislative history, other applicable laws, and court decisions that interpret the policies and regulations for ACA Programs.

? Reviewing, analyzing, developing, and implementing operational policies that set and enforce standards for health insurance that promote fair and reasonable practices to ensure affordable, quality health care coverage is available to all Americans.

? Reviewing, developing, or implementing policies and programs that assist consumers in understanding health insurance and available operations for coverage.

? Reviewing, evaluating, and analyzing data on the private health insurance market, including identifying patterns and recommending policy and operations solutions. Developing policies/procedures to ensure compliance.

? Developing risk adjustment model, implement risk spreading mechanisms, and developing and implementing payment and financial operations. Developing and implementing quality rating and improvement systems.

? Defining and coordinating data collection strategies, developing analytic data sets, and analyzing data for program development assessment and impact analysis.

? Serving as a Contracting Officer?s Representative (COR) to develop and maintain statements of work, conduct contract oversight and management, and ensure compliance with HHS and Federal government regulations and provisions of negotiated contracts.
