Top Pakistani and US generals meet as analysts question the value of military talks

Military-to-military meetings are common between the two countries, especially as Pakistan?s military apparatus has had the power there. But as the civilian government and the courts begin to establish themselves in line with more democratic norms, some are questioning how good military-level meetings are for Pakistan?s democracy.

Amid the deterioration of US-Pakistan relations, some US officials say Washington should take a different tack and circumvent the military to talk directly to the civilian government. By negotiating primarily with the Pakistan military, the argument goes, the US inadvertently strengthens Pakistan's Army, rather than civilian rule, even as the military undermines American interests in Afghanistan.

Though the premise is correct, according to Stephen Cohen and Moseed Yusuf in an op-ed in The New York Times, circumventing the military is just as ill conceived ?as was past support for Pakistan's military dictators.?

?American attempts to actively exploit Pakistan's civil-military disconnect are likely to end up strengthening right-wing rhetoric in Pakistan, create even more space for security-centric policies, and further alienate the Pakistani people from the United States,? write Mr. Cohen and Mr. Yusuf.

The two countries have been at loggerheads ever since NATO airstrikes killed 24 Pakistani soldiers and injured an additional 13 at the Salala military checkpoint close to the Afghan border in November. Pakistan retaliated by closing supply routes to ISAF forces. A 14-point parliamentary resolution requesting an apology for the Salala incident, along with more funds for use of Pakistani motorways to transport supplies, has been met with US reluctance. Reports yesterday indicate that reopening NATO supply routes would be at the top of the agenda, along with border coordination.

Pakistan's foreign minister, Hina Rabbani Khar, is currently leading negotiations on the NATO supply routes with the US, and Kayani has referred the US to the civilian government on the question of reopening the border after the Salala incident. The military continues to define key parts of Pakistani foreign policy, but there is a public attempt to boost the civilian government. However, the seemingly similar interests in maintaining a defiant stance vis-a-vis the US comes from a broadly-shared frustration with US foreign policy toward Pakistan.

Conversations about a US decision to stop talking altogether with the military or the civilian branch of Pakistan is an indication that the US thinks of Pakistan as a clear cut division between civilian and military elites that largely disagree on their approach to the US. That assumption is wrong. But, say the analysts, maintaining relations with Pakistan's military and security agencies as well as the civilian government is essential for intelligence cooperation in the long run.

Still, if democratically minded activists within Pakistan had it their way, any cooperation with Pakistan on security matters should always go through a people's assembly.?

DETROIT (AP) ? New car prices have dropped $500 on average in the past year, mainly because Japanese automakers have restocked dealers after shortages in 2011, according to the Kelley Blue Book auto pricing service.

Prices have dropped the most for the Toyota Prius and Honda Civic, while prices of Detroit models haven't fallen quite as much, KBB said Wednesday.

Toyota, Honda and smaller Japanese companies ran short of cars after an earthquake and tsunami hit Japan in March of 2011, knocking out power and hampering production of parts and cars. With few cars to sell last summer, Toyota and Honda dealers had little reason to offer discounts.

But with Japanese plants at full strength again and U.S. dealers restocked, discounts are back. Those deals, along with aging cars and easier access to auto loans, could keep buyers coming to dealerships this summer, despite anxiety about the jobs market and incomes.

KBB said that the average price paid for a Honda is almost $1,200 less than it was a year ago. Subaru, Mazda and Toyota models are down $700 to $800. Ford, Chrysler and General Motors have seen much smaller drops, less than $500.

The average price paid for a Prius gas-electric hybrid is down $2,500 from last June. The Civic is down $1,550, according to KBB.

"Although conditions in the global economy continue to deteriorate, consumers who are willing to pull the trigger on a new vehicle will find that there are plenty of deals available," said Alec Gutierrez, senior market analyst for KBB.

Two unique Concordia initiatives honoured with Quality and Productivity Awards

The Quality and Productivity Awards recognize innovative, efficient and interesting new business practices develop every day at academic institutions across Canada; creative ventures by students, faculty members and administrative staff that positively impact the way in which universities communicate internally and with the communities around them.

On June 17, the 2012 Quality and Productivity Awards were awarded by the Canadian Association of University Business Officers (CAUBO), as part of CAUBO?s 2012 conference, hosted this year by Concordia University.

Two notable and groundbreaking Concordia projects were recognized at the awards ceremony for their innovative, resourceful and cost-reductive qualities.

Concordia?s Faculty Resource Information System (FRIS), a tool that has enabled the streamlining of course load assignment and faculty payroll at the university since February 2011, was awarded the 2012 Quality and Productivity Award in the Quebec region.

?The FRIS has revolutionized workload assignment and the hiring process for full-time and part-time faculty members at Concordia,? says Serge Bergeron, associate vice-president, Academic Operations.

Not only does the FRIS effectively coordinate faculty course assignments, research hours, payroll schedules and contracts, it does so in a manner that is clear and easily accessible to all academic units and Faculties.

?We are the first Canadian university to centralize and automate this process,? Bergeron continues. ?We now have a much better understanding of how we?re spending our resources.?

Honourable mention to Loyola City Farm
CAUBO 2012 also gave an honourable mention to Sustainable Concordia?s Loyola City Farm and edible landscaping initiatives.

These student-run, urban gardening projects are highly integrative, involving Concordia students, staff, faculty and members of the larger Montreal community. The dissemination of free seeds to a network of Montreal gardeners and the donation of a large quantity of freshly grown vegetables to the Notre-Dame-de-Gr?ce Food Depot are two ways in which the project has engaged a myriad of collaborators.

?We hope to teach people the skills to do small-scale farming themselves,? explains Jackie Martin, Concordia?s Loyola City Farm co-coordinator.

?Our aim this year will be to sell enough food to finance the program ourselves ? to use the plots of land on both campuses to generate funds that will keep the project self-sufficient.?

Conference boasts record attendance
The 2012 Quality and Productivity Awards, in addition to the larger CAUBO 2012 conference, successfully brought together business innovators from academic institutions across the country.

?The conference was a huge success. We had tremendous feedback from all parties including the CAUBO head office and, most importantly, from the delegates,? says Concordia University Treasurer Marc Gauthier, CAUBO 2012 co-organizer.

Volunteers enabled easy mobility to and from sessions for all participants, and coordinators with Hospitality Concordia organized several well-attended, optional events for delegates, including a wine tasting and golf tournament.

?CAUBO 2012 had the highest attendance in the conference?s 69-year history,? asserts Gauthier.

?Everyone did an amazing job and we are very proud of the wonderful volunteers and local organizing committee who went above and beyond their call of duty to make the conference an unforgettable experience for all involved.??

Nintendo of America president Reggie Fils-Aime in an interview with Kotaku which took place on the final day of E3, feels that gamers are always craving for more.

"One of the things that, on one hand, I love and, on the other hand, that troubles me tremendously about not only our fan base but about the gaming community at large is that, whenever you share information, the perspective is, 'Thank you, but I want more.' 'Thank you, but give me more.' I mean, it is insatiable," Reggie said.

"And so for years this community has been asking, 'Where's Pikmin?' 'Where's Pikmin?' 'Where's Pikmin?' We give them Pikmin. And then they say, 'What else?'" Reggie continued. "For years, this community have said, 'Damnit Reggie, when you launch, you better launch with a Mario game.' So we launch with a Mario game, and they say, 'So what's more?'"

"I have heard people say, 'You know, you've got these fantastic franchises, beyond what you're doing in Smash Bros., isn't there a way to leverage all these franchises?' So we create Nintendo Land and they say, 'Ho-hum, give me more.' So it's an interesting challenge."

Reggie was asked why there were no new IPs and game experiences shown at E3 for the Wii U. "When we show a game like Brain Age or when we show a game like Nintendogs, what's the fan-based community reaction? 'Ho-hum.' Until it sells millions of copies," said Reggie.

"It's not a question of understanding," Reggie added. "I think people understood what we showed. It's the question of, as a gamer, 'Is this for me and something I can get excited about?' And Wii Fit did not get that reaction. And yet 43-million copies around the world, it's a phenomenon. And so I would argue that the gaming community actually is unable to differentiate between a phenomenon and something that is 'ho-hum.'"
